## Saved motion records by received month

The unit is motion_record, not people, unique cases or asylum applications. Includes non-asylum records; one person or case may have multiple motions.

Default months use MOTION_RECD_DATE, not COMP_DATE, relative to the fixed snapshot 2026-08-31, not today. SQL removes NUL characters, trims whitespace, uppercases text and normalizes empty text or NULL to null before try_cast AS DATE. Received exclusion priority: missing, invalid, sentinel (date <= 1900-01-01), after_cutoff (date > 2026-08-31). The decision axis additionally tests before_receipt after those checks, when receipt_date > 1900-01-01 and decision_date < receipt_date. This publication does not export decision-month rows.

Selected-month count, snapshotCount (all dates) and excludedAllDates (received axis, all dates) have separate scopes. Neither all-date count is the twelve-month denominator. Do not add or subtract these three numbers to infer a backlog. received and decision are date views of the same records, not independent totals; a missing decision date does not prove pending.
