Entry-cohort completion methodology

A historical snapshot of proceeding records, not final case resolution.

Population and grain

One accepted B_TblProceeding record in RMV, DEP, EXC, AOC or WHO with INPUT_DATE in FY2021–FY2025. INPUT_DATE is when a proceeding was received or automatically created; it is not universally the initial NTA filing date. A case can contribute multiple proceeding records.

Exhaustive states at 2026-08-31

Completion recorded: COMP_DATE lies between INPUT_DATE and the snapshot cutoff. No completion entry: COMP_DATE, DEC_CODE and OTHER_COMP are all missing. Unresolved: all remaining date/state combinations, including undated decision codes, dates before input and future completion dates. Each cohort’s three counts sum to N.

Court groups in V0.6

Court groups use the court stored in the 2026-08 snapshot, not a reconstructed original entry court. They show completion recorded and a combined no-completion-entry-or-unresolved group. The two counts sum to the group total. The combined category follows the source status definition. Every observed court-year group is shown, including small groups. Neither the remaining group nor the completion group establishes a person’s final immigration status.

Administrative events and follow-up

Transfers, changes of venue and other administrative completions are included. Reopening, remand and later proceedings can create further records. The snapshot cannot supply a complete history of overwritten states or prove permanent resolution. Geographic entry cohorts need event-time court attribution. National entry-year descriptions remain useful without that stronger interpretation.

Duration and censoring

Q25, median, Q75 and P90 summarize input-to-completion days only for the completion-recorded subset. Newer cohorts have shorter follow-up. No Kaplan–Meier curve is fitted: the event is not yet a validated absorbing final-resolution event, and missing dates are not established administrative right-censoring.

The code key supplies the distinct meanings of input, completion, transfer and proceeding fields.

Coverage and source versions are listed separately from publication, acquisition and later checks. A check does not extend the records beyond their cutoff.
