In absentia methodology

Official removal orders and retained proceeding flags answer different questions.

Official national orders

The EOIR report counts in absentia removal orders in removal, deportation and exclusion cases. Complete FY2021–FY2025 figures are transcribed from the report generated 2026-07-24. No order-rate denominator is inferred from a different official table.

Court flag denominator

One accepted proceeding in RMV, DEP or EXC with nonblank DEC_CODE and a COMP_DATE in the complete fiscal year. Numerator is ABSENTIA=Y. All other flag values, including blanks, remain in N and are not called confirmed attendance. Court attribution uses the recorded proceeding court, not a reconstructed historical hearing venue.

Why the labels differ

The code key describes ABSENTIA as failure to appear as scheduled. A retained flag is not necessarily a removal order or a current unrescinded order. Even adding removal/deportation/exclusion decision codes does not fully reconcile the official report; the raw and official series still differ. No reason for absence is inferred.

Available resolution

The current site shows every observed public-source national, court, nationality and court-nationality flag group, including N = 1, zero flagged records and small remainders. The archived V0.6 release retains its historical masks, but they do not limit the current presentation. These recorded flags use a different definition from official national removal orders.
